Carter Wilbur currently serves in the State Department’s Office of Multilateral Trade Affairs (MTA) as the Economic Officer responsible for coordinating State Department policy on a wide range of topics, including: Government Procurement and Anti-Corruption chapters in Free Trade Agreements under negotiation, World Trade Organization (WTO) accessions, and protections for American supply chains such as critical minerals and medical protective equipment during the COVID pandemic. He also serves as the State Department’s coordinator for the Organization for Economic Cooperation and Development (OECD) Trade Committee.

He comes to MTA from an assignment as the Foreign Policy Advisor (POLAD) to the Commander, U.S. Marine Corps Special Operations Command. His previous assignments include Econ Chief in Baku, Azerbaijan; BIT negotiator in EB/IFD/OIA; Econ Officer in Kabul, Afghanistan; GSO in Lilongwe, Malawi; and an Econ/Consular Officer rotation in Dhaka, Bangladesh. Before joining the State Department, Mr. Wilbur served as a U.S. Army artillery officer, practiced law, sailed as 1st mate on several yachts, and then ran a charter yacht services company in the Caribbean. His publications include articles in American Diplomacy on the relationship between U.S. Special Operations Forces and Embassies, and a segment on ‘A Day in the Life of an Economic Officer’ in the American Foreign Service Association’s book Inside a U.S. Embassy. He is married with a twelve-year old son.
